In September 2002, the lower Klamath was so dewatered by the Bureau of Reclamation to feed upper basin irrigation demands that it suffered the worst fish kill in U.S. history, with more than 33,000 mature salmon dead on 30 miles of river in just a few days. Economic losses to the lower river's fishing-dependent communities from the 2002 fish kill have been staggering. Worse, many of these losses will continue through time. The water flows to the lower river, and the lower river economy, has been systematically strangled by federal water mismanagement.
